My theory is that people want other people to follow rules, but they think, like children, the rules are for all others. "I shall only..." If I had a cent for every time I've hear that lame excuse!
I'm with Felisol, people think rules are optional for themselves. Yet, this Hyundai might be in danger from other cars by not following the parking rules - some other car might hit the badly parked one...
