The Blas F. Ople Policy Center (Labor Concerns)

Tomorrow, May 01, is Labor Day. I am joining some friends in spreading these suggestions to address the plight of our workers.

Ople Center recommends additional non-wage benefits for May 1

The Blas F. Ople Policy Center proposed five specific non-wage benefits that the government can study as part of its package of benefits to workers on Thursday, May 1 also known as Labor Day.

Former labor undersecretary Susan Ople, who heads the BFO Policy Center, said high costs of rice, food and oil should encourage the government to think about urgent ways to help workers around the country cope with inflation and the erosion of their purchasing power.

The Center recommends that the government consider:

  1. Declaring a temporary yet mandatory four-day work week for all government agencies except for those dealing with public health and national security. A four-day work week will enable government workers to save on transportation and food costs while giving them a three-day weekend that they could use to be with their families or to jumpstart micro enterprises. This would also help ease traffic on Fridays which could in turn alleviate stress on the part of the driving and riding public. This will also help government save on its energy costs.
  2. Citing occupational health and safety standards as a way to compel the Business Processing and Outsourcing industry to invest in free shuttle services for their employees. Night shift call center agents, especially young women, have to pay extra for taxi fare to ensure their own personal security while going to or leaving their place of work everyday. Given the substantial earnings of the biggest call center companies in Metro Manila and other urban cities, such investments would go a long way in promoting the well-being of their employees. As an alternative, successful BPOs should provide daily transport allowances to night-shift employees and workers on top of their regular pay.
  3. The government can also expand and maximize the Special Program for the Employment of Students (SPES) during the summer break. Very few employers and students are aware of this program and yet it represents a good vehicle for skills training and development. On the part of the students, the SPES under DOLE’s supervision, enables them to gain work experience while at the same time saving up for their tuition fees in the forthcoming semesters. SPES deserves a re-launch with the full participation of the different chambers of commerce.
  4. Fast-track an emergency employment program that would tap jobless yet experienced ex-OFWs and early retirees who have certain skills sets and good work ethics honed through the years. For example, in nearly every department, there is always a backlog of data and information that needs to be encoded and digitized. The hiring of qualified ex-OFWs and early retirees from the private and public sectors to help meet such backlogs can form part of this program which is geared towards enhancing productivity of the workforce and stimulating the economy.
  5. Develop employment opportunities in the creative economy through outsourcing. This is something that can easily be done at the national and local levels. The different departments can stimulate the economy by outsourcing programs and projects that qualified NGOs and freelance creative groups and individuals can do. Rather than just putting out bidding announcements for equipments and supplies, the government must also learn to look outwards by encouraging department heads to outsource certain programs to the private sector. This will help stimulate government interaction with young creative minds and dynamic civil society groups. This would also expose bureaucrats to market and technology-driven concepts and realities. Government outsourcing requires a new mindset that now prevails in many bureaucracies around the world.

Ople said the five points can be fleshed out by the government through the labor department with representatives of big business and civil society.

“We need fresh perspectives on how to combine public policy with the government’s clout as an employment-innovator. If done right, the public sector can assume a leading role in job generation, even if these are work assignments that are time-bound and objectives-driven,” the BFO Center stressed.

The BFO Policy Center said it would submit a memo to Labor Secretary Marianito Roque containing the five unsolicited recommendations. “If one or two of them are considered, then that is already a positive contribution of the Center to Labor Day,” Ople said.

The Blas F. Ople Policy Center is a non-government organization formed in honor of the memory of the late Foreign Affairs Secretary Blas F. Ople. It was during Ople’s time as labor secretary that the overseas employment program was created. He is also acknowledged as the Father of the Philippine Labor Code.

The Healing Fat

EVOO (as Rachel Ray fondly calls it) or Extra Virgin Olive Oil is from the first pressing of olives, and because it is pure, it contains higher levels of antioxidants and is a very good source of Vitamin E.
Olive Oil is definitely one of the “good oils” and is often called the “healing fat”. There are four types of Olive Oil namely: the EVOO which is considered the best and least processed; the VIRGIN from the second pressing; the PURE which undergoes some processing such as filtering and refining; and lastly, the EXTRA LIGHT which undergoes considerable processing and only retains a very mild flavor.
And did you know that Olive Oil does not only protect our bodies from cancer and heart disease? If you take a sip of Olive Oil before going to bed, the oil will lubricate your throat muscles and stop you from snoring. It also stops throat tickles. A sip of the oil will stop the itchy flicker that is making you cough.
Olive oil specifically Extra Virgin Olive Oil is quite expensive here in the Philippines but considering the benefits that we get from it it’s worth it.

The Broken Lipstick

A Thankful Mom

I am sorry if I am getting back to your comments and entrecard drops only now. So many things have happened yesterday and when I finally found time to blog, I had to catch up on all my dues. I've had a long day yesterday, and last night I had the fright of my life.

I was tending the store when a cab pulled over in front. I wasn't minding it at all because I was busy. When the door opened I saw Gian [my daughter's bestfriend], she was so pale and she looked so scared. She then waved at me and told me that Mai [my daughter] fainted. My heart started pounding so hard and called on to my husband for help. He got her out of the cab and gave her first aid. A few minutes later, she woke up. She looked pale and very weak, but I knew she's alright.

It was a heat stroke. The heat was terrible yesterday and she doesn't like drinking water. i have always been reminding my kids to drink water, lots of it. But, she'd rather have a soda than to drink water. Now she learned her lesson. Sometimes, you really have to laern things the hard way. I am just so thankful that she wasn't alone when it happened, Gi was there. It is so disappointing though that nobody even bothered to help them when Mai fainted. [sigh]

Sleep Triggers Fatigue

Lack of sleep triggers fatigue because our body does not produce the hormone melatonin that we need to keep us going the next day. Having only a few hours of sleep and inconsistent sleep times can sap your energy dramatically. The experts suggest to keep your bedtime and wake up time as consistent as possible even on weekends. If you feel you need some more, a 20 to 30 minute nap can also help perk you up for the rest of the day instead of extending your night time rest. Sleeping for more than eight hours sometimes makes you feel heavy and lazy the whole day.

Hmmm... how I wish I could follow this simple fatigue buster tip. With so much things to be done everyday, including blogging, of course [hehe], I am far from having a stress-free day. sigh

Thanks Google!

Whew! Finally... this blog is running again. Yesterday morning I got an email from blogger informing me that this blog has been identified as a potential spam blog. Spam blog??? And that I will not be able to publish posts until they review my site and confirm that it is not a spam blog. I was panicking yesterday because they locked my blog. And I was informed that I have to wait for 4 business days to have the blog checked. I had to let go of some opportunities because I won't be able to meet their deadlines.

I was surprised to see my blog unlocked when I tried to sign in a few minutes ago. That was fast! Now I'm back.... thanks google!

Hey Mommy Bloggers!

I am proud to be called a mommy blogger, in fact, a lot of my visitors call me mom or mommy. They always tell me I am so cool! Some of them wish their mom will blog too. Now, are you a mom and a blogger? If you are, then this one is for you. A really cool web site is looking for moms who blog. I started blogging in October of 2007, it was actually my husband who encouraged me to blog. I never thought it would be so fun and addicting. I have met new friends from all parts of the world. And never in my entire life did I think that I could really write. Now I am so hooked.

I have heard from a few friends that blogging is not only for fun, you can earn money too through paid posts. I got excited and started searching the internet for web sites who pay bloggers to write about products, companies and review web sites. Being an amateur to this world, I signed up with all the advertising networks I could find. And because my blog was still a baby then, I got rejections after rejections. I took it as a challenge, and now, after 6 months of blogging, I got an invitation from SocialSpark. Isn't it great? At the moment, Social Spark is in invite only Alpha and I am writing this to help them spread the word and and bring SocialSpark into public Beta as soon as possible. Chocolate Again

If you happen to drop by here a few weeks ago, there was an article about chocolate and its health benefits. Once again, I'm writing another benefit from the yummy treat.

When I was in my teens, I used to have a lot of pimples and they used to tell me chocolate was the culprit. Now I hear dark chocolate is considered a health food and it contains powerful antioxidants properties which makes it good for the heart and the SKIN. That's unfair! I refrained myself from eating my favorite food because of my pimples, then. [hehe]

Chocolate treatments have become a craze lately and have been found to soften skin. And because of its antioxidant properties, it is also used to smooth wrinkles. Based on a study, women who consumed cocoa powder or dark chocolate for 3 months have lessened their plump [the layer of fat under their facial skin] by 12%, smoothing out fine lines. The reason for this? The flavonols found in chocolate increased nourishing blood flow to the skin.

Did you know that there is a web site specially made and dedicated to all American military personels? It is high time we appreciate their sacrifices and what they have done for our country, some of them did not even make it home. Most survived and some have been injured and even lost a leg or an arm. Show them your gratitude and inspire them with your messages. Which One Do you Think is the Best?

When you're tired of paying so much for your slow internet service provider, it's about time you change it. Now, you can compare fast and cheap ISPs and the experts can help you choose which one suits your needs. If you are looking for a low cost dial up ISP internet, you can choose from Juno, NetZero, PeoplePC or DSL high speed service. You can also go for broadband services like DSL but it's a lot more costly than dial ups. Right now, I am using cable internet and so far I am satisfied with the speed I'm getting. High speed internet alternative like Sattelite Internet Access is also available but it's not as fast as the cable and the DSL, plus, it is more expensive. There's a lot more to choose from but the most important thing to know is how to choose an internet provider that best suits your needs.

Honey

The sweet fluid derived from the nectar of flowers called honey can help wounds to heal better than antibiotics. I'm sure many of you have heard this old household remedy. Honey has antibacterial properties which work like hydrogen peroxide and acts as an antiseptic. The delicious fluid does not only act as a healer but it also reduces inflammation and helps fight germs. Unlike other topical antiseptics, honey causes no tissue damage and no pain when dressings are changed because it prevents the wound from sticking to the dressing.

The next time someone in the family gets wounded, apply honey instead. Simply wash and clean the wound, apply honey to affected area and cover with a dry dressing. The honey will act as a barrier and prevent the wound from getting infected.

The heat is on and so is your head, many of us get easily irritated because of the mental stress brought about by the hot weather. Cool off that hot head with ice fizzlers. Fresh berries mixed with lemon-lime soda and slushy ice makes a yummy hot weather treat.
